It is with heartfelt sadness and gratitude that we announce the passing of James L. Francis, who left this world on September 11, 2025, at the age of 81. Though he will be deeply missed, we
celebrate a life marked by service, resilience, and joy.


Born on December 30, 1943, in Cincinnati, Ohio, James pursued his education with dedication. He graduated from Ohio University in 1965 and later earned a Master’s in Public
Administration from Central Michigan University in 1978. His education laid the foundation for a distinguished career in public service.


For much of his professional life, James proudly served the City of Dayton, Ohio, where he rose to the position of Executive Assistant and Clerk of Commission. In 1996, he also served as
Acting City Manager during a leadership transition, guiding the city with steady hands and sound judgment. His colleagues admired his leadership, resilience, and humor, which made him both

programs, or mentoring the next generation of public servants, James’s work left a lasting impact on the city he loved. After retiring from the City of Dayton, James continued to invest his time
and skills in the community by joining the Dayton Dragons Minor League Baseball team as Marketing Director. He brought creativity and energy to the role, helping strengthen the team’s
bond with the community until his retirement in 2003.


Beyond his professional life, James was cherished for his warmth, quick wit, and gift for making others laugh. He had a way of lightening even the heaviest moments, often using humor to bring
comfort and connection. Friends and family will also remember his love of golf, a game that brought him joy, camaraderie, and countless afternoons spent with friends on the course. His
stories, laughter, and unshakable optimism will continue to inspire all who knew him.


James is survived by his beloved wife, Melanie Hall Francis, his daughter, Renee Martindale, and his grandson, DeAuco Francis, who will forever cherish his memory and carry forward his
legacy of love and strength.


He was preceded in death by his father, James L. Francis Sr., his mother, Marjorie Louise Francis, his brother, Noel Caliman, and his son, Darryl Francis, who now welcome him home with love.


Visitation will be held at 10:00 AM on Monday, September 22, 2025.  A memorial service by Alpha Phi Alpha Fraternity at 10:30 AM, followed by a celebration of James’s life at 11:15 AM at St. Margaret’s Episcopal Church. Family, friends, and colleagues are invited to gather, share memories, and honor a remarkable man who lived not for himself, but for others. In lieu of flowers, the family requests that donations be made to St. Margaret’s Episcopal Church, continuing James’s lifelong commitment to service and community.
